The laws within the "rule" charta rank among the most significant in our esteemed city. Although only one such law has been enacted thus far, with minimal impact, we must acknowledge their enduring nature. These laws, once passed, are not easily repealed and are intended to remain enacted indefinitely. This permanence could precipitate challenges in the future, particularly if laws conferring extensive privileges are adopted with merely a simple majority.
To preserve the pre-eminent status of these laws within our legislative framework, the council should re-evaluate the current criteria for their adoption. The proposed review would ensure that the Steward must command a substantial degree of confidence from the council, thereby justly earning her enhanced authority from additional rule laws.
The following amendments would take effect immediately if this law would be passed:
1. The Steward shall not cast her own vote during council sessions deciding on rule laws, thereby limiting the total number of eligible votes to one hundred.
2. A two-thirds majority (a minimum of sixty-seven vote) would be required henceforth to pass any law in the Rule Charta.
