in BEACON (continuation of refugees u got tons of communities and faction!)

BEACONERS: (progress+equality) = the descendants of both workers and lords who melded in equality ending, becoming a common populace.
INQUIRISTS: (reason), the institutes intellectual circles
LORDS: (tradition), a resurgence cultural community that seeks to preserve old heritage for the citys benefit. (for people who have too much time on their hands)

ORDER: the ORDER faction, a continuation of ORDER from frostpunk 1. They're the status quo of the city (progress, equality, reason) and moderate a mostly homogenous city, until the frostlanders came along. Their blocs are the central district,

Important part:
CATAPHRACTS: an inverse of ORDER founded by a miss Victoria Hall, a frostlander immigrant with more mysterious origins. She calls them cataphracts, as she believes in a city that cannot afford to risk inertia.
They own the frostland outposts, logistics and are based on the edges of BEACON, where frostland immigrants mostly live.

Cataphracts are called "Cats" sometimes due to their "annoying" presence and the fact theyre associated with hunting now. Kind of like the strays that are around the city
