They are both games about survival against world ending odds but with fantasy elements.

Oh a good idea, a cross between Frostpunk and Iron Harvest. With Frostpunk 2 hopefully leaning more into the Dieselpunk asthetic that Iron Harvest has the Asthetics of the two universes won’t clash. The game idea is practically a RTS survival game where you have your city yes but you have to compete and fight other cities for the last resources of the arctic with massive machines of war and flying airships from the iron harvest universe. You'd get to explore New London/Sanctuary/The Generator building site, etc, and actually learn about the people, their views, their opinions, the past of the world, and what they think about your leadership, you could see the effects of your laws and decisions up close, maybe even live through a few, and even the time travel mechanic would be solved by if you get executed/banished, they choose another leader, but the people are finite (even if there are hundreds of them), and they will view each new ruler with more and more skepticism (if only to not become the next Winterhome), so the game would get harder over time.

Frostpunk with hoi4/paradox grand strategy focus/missions/decisions system.

Ability to not only do research, and laws, but also do "projects" which might not be exactly only one thing. For example, expansion of the crater into the frozen glacier after end of new home, or project to restore one of the dreadnaughts with help of automatons, once again with hoi4 decisions and foci. Maybe in endgame, like in on the edge, could send a military expedition to other generator sites, and conquer them for new london.

Although this all would feel lot more like frostpunk with mods, which also could be achived, since hoi4 is highly moddable for example.

I'll probably be disqualified for this but honestly I kind of expected something similar when you announced that in the On The Edge (or maybe in the Last autumn, I have a terrible memory) there will be a different mechanic than the original game:

Frostpunk and Mortal Engines (the film). You would drive one of those dreadnoughts through the frozen lands you can build in The Fall Of Winterhome scenario. In the game you could build different structures inside+/outside the dreadnought, unlock different parts of the moving fortress, with science unlock all kind of buildings for example:
-sawmill unit: mounted on the front, if you move in a frozen forest it generates wood
-processing unit: built in/on any side of the dreadnought, houses 10 person, they can collect resources while you are stopped at any place with resources (frozen city for example)
-different types of engines: increases your movement speed+/maneuverability
-harpoon: built on any side, you can passively collect resources/ harpoon in other dreadnoughts/buildings, then process those with the processing units
-...
you could build new levels to the dreadnought, so you could have more inside building space, you could restore the dreadnoughts collapsed/damaged parts for more side/front building space, and maybe even multiplayer could be introduced with this one (not necessarily), and also, it has a good potential for custom mods (for example custom buildings, etc.) in my opinion, and while

I know the rules said I can only pick an 11bit studio game and an other game, but this idea lingered in my mind for so long I could write a whole essay on it, so

Bringing more city/town building to Moonlighter, and exploring what could happen with Will after they start trading with the other interdimensional civilisations, what kind of trouble can he get himself into now?

I was thinking about it for quite some time, before even I saw this question. IMO something like Death Stranding in the world of Frostpunk would be such a perfect game. Imagine, you're a courier, that is delivering things between cities, messages, steam cores, etc. Mechanics like e.g. hiding in holes digged in snow, when there are snow storms, (or you got certain safe points on map, where you need to hide before temperature drops to hard). You need to keep body temperature at some level, Hunt animals to survive during missions. Of course everything seasoned with some amazing, meaningfull, heartbreaking story <3. Ah, my dream game. BTW, as it is still 15th March somewhere, I've hope it counts!!!^^
