This arm rig is for Blender and is the same one used in the FPS Engine.
Inside of Blender make sure to select the little tool in pose mode and press N on your keyboard to customise the look of your arms.

I do recommend download version 2.1 and not 3.1 as 3.1 is not properly rigged.

If you want to get it in Blender, just drag the .blend into your workspace, click Append, then navigate to the Collection folder and append LVA4. If you want it in Unity, you'll have to asks someone else. I haven't touched Unity in forever lol.
