It's more like why pay people to add cameras to a rocket that'll be retired soon
Why are cameras not standard? Frankly I can't imagine the mass or power requirements being high, the cost has to be negligible and I'm fine with it being the lowest totem pole in terms of telemetry priority

I'm very interested to read the papers that come out next year on this. The double fly-by is operationally fairly risky. Any execution errors on their final TCM will be hugely magnified going past the Moon. Then there will be very little time to get a good OD solution, compute a TCM, upload and execute before the earth fly-by. There's the potential for huge dispersions here.
