It will be a range of 1.0 for example if you're in a 5.7 tank then a full uptier will have up to 6.7 tanks and a full downtier will have down to 4.7 tanks. There is also the ability to be in say a 5.3-6.3 game with your 5.7 tanks. Hope that helps same goes for all modes except sim.

For a heavy tank 160sp, 140sp, 120 sp, 100 sp for the first spawn
Medium and light: 150 sp, 130 sp, 110 sp, 100 sp
SPG: 130sp, 110 sp, 100 sp, 90 sp
SPAA: 110 sp, 100 sp, 90 sp 70sp
These are all first spawn costs.
