i can't use mixed countermeasures because i'm using a custom loadout on my tornado ids

First off, double check to make sure you've actually mounted the countermeasure pods in the loadout of your choice. It's easy to do so in your head, but forget to actually do so in practice xP

If you do have them mounted, see if you can change it from the modifications screen, rather than from within a match
