Being born French and from France won't help the Tournament organisers getting visa or Tickets for a LAN event (that is if the team goes far) if he doesn't have a valid working passport. I have seen many players in PMPL 2020 not expecting to advance but they do and end up not being able to play in LAN PMGC because they didn't have a valid passport.

To avoid any issues, I suggest to register him under the current valid passport (Spain) or residency under Spain, and get someone else who is French to meet the nationality/residency requirement to play under PMCO France

You cannot play in one PMCO region and ask to be switched to another PMCO region, slots are not interchangeable. Algeria is under PMCO MENA and Saudi Arabia is under its own league PMCO Saudi Arabia. You have to pick the one that applies correctly to you. If you have an Algerian passport, you can apply for under PMCO MENA (Algeria) and if you have a residency visa in Saudia Arabia you can apply for PMCO Saudi Arabia, but the requirement needs to be met with the rest of the team members.
