It's an ISP issue. Try doing a routine repair and then use a DNS or change the network.

Again, this clearly an issue with your service provider, for some reason they throttle your connection which does not allow you to download maps and resources.
Repairing the game should fix any issues with the game client, but the issue will persist as long as your ISP limiting your internet connection.

Error code 1 happens when gameloop driver files gets removed or becomes unreadable , it mostly happens due to antiviruses or malwares in windows . So try turning off antivirus and window firewall , then reinstall gameloop. If it doesn't help , only legal way to fix it is to reset your windows
