Dude read the event! Its not a bug! Though i troll them for that! Thats because its 0/6 at the bottom! So there are 6 or more 3hr mission each 10paper(idk how to say), then there are emergency missions which is for 8hrs once which gives 30paper, So when we finish the first 3 we get 30paper each 10 and an emergency mission 30 by one mission! so now 2/6 missions are left i.e. 2 more missions, now if you give two 10paper missions and click move out you will only get 20 paper, but if you give one paper and one lucky emergency mission you get 40 so a total of 100 paper can be collected per day!

I too thought the same, after i noticed 0/6 i found out that it works this way, so kindly i request you complete 3 missions fromm moveout first, then an emergency mission, then just click one moveout instead of two, after one 10paper emergency mission automatically appears i.e for 30. By this way you can get all the things in event, even if you start by tomorrow.

Out of 6 mission compelte 4 10 paper and 2 lucky 30 paper mission. Wait for 30 paper mission and complete it once you get it after one 10 paper.

10 paper missions appear once you login at 00.00UTC complete 3 first, then go to emergency and complete that for 30, then you be sure to just complete 1 mission (10paper), then 30paper mission appears, and then complete tthat instead of giving 2 10 papers straight! (easy mission and event)
