I am assuming you mean the 3rd layout. In this case, your avatar movement is only controlled by the joystick, weapon fire is controlled by the fire button and your mobile screen controls the weapon aim.

However, if you meant the 1st layout (highlighted one in your screenshot).
Then your movement is controlled by the left half of your screen, your weapon firing is controlled by the fire button and your aim is controlled only by the right half of your screen.

Well, if you are using the 1st layout, then the left half of your screen should only control the movement. This is 100% based on the game info and testing it myself.

From your video, I can see that you tried double touch and did not work out at the beginning. It seems like you started shaking/moving the device which reflected on your aim.Yet this is just an assumption.
