I watched this video, you were clicking randomly on crews and those might have maximum number of members.
I can see that you get the same error when you try to create a crew as well which is your concern.

This could be due many reasons so in order to solve your issue you either try to search for a crew with empty slots to join or to contact in-game customer support regarding this issue.
