It is not a joke, it is indeed true that players will be banned regardless of their spending in-game.

As per my experience, I've gotten many rich hackers banned. They have max level upgradable weapon skins and limited edition items.

Unfortunately it will take a while to ban hackers who use hacks that are harder to detect. It took me many tries to get some hackers banned (some whom I've met in classic matches multiple times before), some took me 2 seasons of reporting to get them banned
