I already reinstalled my game, the problem remains the same. I also contacted Customer Support and they said to either wait for an update or reinstall the game. Neither works for me.

If you did not select any of the servers while in the server selection menu, you will not be switched. On the other hand, you skipped or failed to read the notice when selecting another server which, if you have read, clearly states that you cannot switch to another server for another 60 days.

You may either use the wording from the screenshot or the one you mentioned, they both contain the same context. In terms of expediting the process, not so much.
Your friend must make sure that there is no unknown social media account linked to his PUBG MOBILE account. If he cannot manually unlink the Facebook account (presumably linked by the other person), which will take 7 days to process, then he is recommended to contact the customer service to help him with this.
Once that unauthorised social media is unlinked, he should have full access to his account again. Please make sure that he has all the passwords changed and two-factor authentication enabled as an extra layer of security. Another recommendation is to always have two social media accounts linked so if you ever lose access to one, you can always log in via the other.
