No, not at all. Only certain devices that has the 90hz or above screen refresh rate can run 90 FPS on PUBG MOBILE. There are multiple factors in this, and one of them is the device's processor. Even if your device has the 90hz screen refresh rate, but does not have enough processing power to render 90fps, then it would be useless.

I recommend you to watch reviews on YouTube before you decide on purchasing a device.
