In Layout 3, you can control your aim using the whole screen, while your character movements are limited by this movement wheel.
in another words, you can look around you by touching anywhere in the screen but you can't move unless you use the movement wheel.
In Layout 1, your screen splited into 2 parts, one for movement and the other for controlling your aim.
It makes huge difference for mobile players who use more than 2 fingers.

Today I played some matches in the morning. After that i got offline, in the evening my friend texted me and told me my tier has been reset to Bronze V.
