The higher refresh rate display is a device's manufacturing feature and cannot be improved via software update. It does effect the FPS as a display cannot produce more FPS than the display's refresh rate.

Only OnePlus users (OnePlus 7Pro and above) has the 90 FPS option available as of now.
It maybe available for other supporting devices in future, there's no official date regarding this.
