Personally I think PUBG-M has set country based on the in game flag so that they can disable the vpn tricks, the only thing that dragged me from season 6 to season 8 otherwise I had already left in the end of season 5,( when most of my friends left and never came back).
Now all the lucky shops and events are based on the in game flag you chose. So for eg If your flag is of India but you live anywhere else your lucky shop will be that of India. But the items will not be useable unless you use vpn of india or actually go to india.
Its my personal opinion only
similarly this kar98 skin was subject to be only used in India But I bet @prime tartan you are not in India at the moment
