You should first use the same password in the Confirm Password category, then tap OK.
Now, after update the accounts who are created in eu regions will also able to change region. It's a new feature.

It should be because you are currently very low in rank and unable to find players of the same rank to match with, @deep narwhal. Also, keep in mind that emulators have relatively less total players compared to mobile platforms, so a higher matchmaking time can be expected.
