After that, reset your device network settings through Settings > General > Transfer or Reset [Device] > Reset > Reset Network Settings. Restart your device and check again if the issue still persists.

You can change your country/region settings through the Account settings of the game. Keep in mind that if there is cool-down period, you will need to wait for it to be over before you can change your country/region settings. Also, the option to change country/region settings is not available for the accounts registered in European continent and you cannot switch your region if that is the case.
