When you start a match, it will connect you to the nearest server of the location that you are currently residing, but the server locations cannot cover everywhere, therefore, shorter distances from a server provide you with the lower ping and hence a better game-play, while further distance requires additional miles of optic cable for the data packets to traverse, thus higher ping.
And for your case, it does not really matter which server that you and other players have selected. When in match making, it will connect you to the nearest server that the leader is currently residing, and with other players who are currently in match making or players from further location to start a match as soon as possible. If all of the players from your team are residing in different countries, it is not possible for the game to connect to a server which all of the players from your team can get equally low ping. So unfortunately, there is nothing much that we can do about it.

Acting leader is someone who acts as a leader (but does not own the clan). If the previous leader becomes active again, that leader will replace the acting leader, @quartz scaffold.
