We are trying to give that leader role to someone else but the game is apparently not letting them; why is this?

If the leader is inactive for long time the system will automatically transfer ownership to an active player.
If it hasn't happened yet means the Current lead is not inactive for the Enough time system requires to transfer ownership of the Clan.

Turn on your gyroscope settings and see if it will make any difference.
