Does not matter if I adjust graphic setting to low or ultra my gpu is maxed out to 100%. I recently got back into this game and did not have this issue in the past. I capped frame rate to bring cpu usage down. That was also getting up in the 80’s.

Enable vsync. The game doesn't have a frame cap by default, so it will max our your GPU to get as many frames as it can. CPU use also goes up because it needs to queue those extra frame renders even if game state is already updated. Enabling vsync will cap it to your monitor refresh rate, or you can set a manual cap like you did.
