the requirement to spawn the Haggis isn't something noticeable

since multiple people got Haggis already

and as far as they said/revealed, none did anything special on the map

like interacting with an item ( outside of the story mission objectives ) or going to some place at a specific time

if the requirement to spawn haggis exists, it is something we can ( and some did ) without paying attention/planning/meaning to

My theory is that it’s the same spawn chance as a GO. But can respawn from any species

The codex says it has an excellent sense of smell so I assume you NEED the scent spray to encounter it, or potentially use the scent lures that nobody uses anymore

I wasn't wearing the scent eliminator (it doesn't really do a whole lot, if anything imo) when I got mine. No scent lures either. But that doesn't mean these won't help or hurt....🤷🏻‍♂️

My thoughts on the most valid theory I've heard so far is that traveling to a fast travel at a certain time(some of the outposts play bagpipes when arriving at them) signals that it's in that region. I think everything else would make it too difficult for general players to meet the conditions. Especially with several posted that have barely even unlocked the map.
