If your Tiger on your 3 Lakes is a female
You have to kill male tigers in other zones to switch the spawns
When your Tiger doesnt spawn on any of the 3 Lakes you kill 1-2 male tigers in other zones
I did that 3 Times because they didnt respawn, but now it works perfectly fine

The green area is a male tiger home range that people are farming/grinding at the moment. It's not the complete HR though. Each HR has between 3-5 locations. My tiger has bounced out so I'm trying to find his 5th location. Hopefully you will still find this useful.
