i figured if the theory is correct, there should be much more great ones popping during the hming phase, when people are setup in 16 zones and not just rotating to 8-10 main zones

See, when I was setting up and following the data it doesn't surprise me that my second one was 800 compared to the 78 and 151 (if we are taking the assumption HM does infact work for boar g1 which is part of my test). I was shooting large 2s through small 4s for pretty much that entire time with large 5s and 4s already sitting pretty solid on my board and only growing over time. Literally the second I wiped my 4s and 5s, they got shoved down and he spawned in. If the weight is a factor... he literally had no space while I was doing the herd management. I wasn't allowing that much variance.
