Is this something new as to the zone stays even after the solo is harvested or is my whole game bugged out?

Have you seen the island method? Definitely more consistent for fox then hunting your whole map

Basically you should have 6-8 pairs that spawn on the island and will always respawn there. Shoot down the rest of the map to low level fox then just focus on shooting anything on the island. Fox respawns will move around but those on the island will stay on the island
