If you haven’t yet try pair managing the right side of the map.

Doing this tends to help with respawns and tends to allow for more pairs to spawn more consistently.

I beleiev this is due to how the map balances. When you are missing about 20 foxes who can’t respawn the map will compensate by allowing more consistently and additionally allowing “queued” pairs to spawn as well.
