I’m so sorry to hear about this. :( having been in similar situations, too.
If I may suggest, please do look into that restraining order. We were able to get one for someone who had never shown documented violence toward me, but did towards one of my family members. It lasted for a year and we renewed it for a couple. So, depending on your area you might still be able to get one against him- especially if your mother already has one and a report has been filed before.

So this doesn’t necessarily mean “chance you’ll get a tornado”, it just means “chance a tornado could form with a 25 mile radius of that given area depending on different conditions”.

It means be prepared, make sure you have an innermost room cleared out to take shelter if you have a tornado going in your direction. I’ve been in the “10 percent” when I lived in Texas and the nearest tornado occurred in an area with less chance and didn’t travel far because there was too much wind shear for any funnel clouds to stick.

The grey areas, since it means within a radius, could spawn a tornado outside of it. What Nadocast does is essentially highlight areas with geographical and atmospheric conditions (flat lands and other factors) that can affect a tornado’s forming chance and “feed it”. It’s why sometimes even cities have a “higher chance” but somewhere where it’s completely flat and open fields will be fine.
