I picked up the phone and horn and looked at the bear claws on the tree, and then the bear spawned and ran away and I had no idea what to do next. (I didnt shoot it)

So I quit the game and came back, now the horn is just going off constantly and I cant interact with it and it's REALLY annoying.

Clearly its bugged or something. What do I do?

but after those its just personal preference

No this game really doesn't have a equivalent to anglers legendaries we have rares which is color morphs of the animal (albino, melanistic,etc) and great ones which are unique very rare spawns I guess you could kind of say they're like legendaries but extremely hard to get and for only a few animals and never rotate

Put the decoys and caller (if e-caller) together, if not ecaller then do it your self and it should be fine
