Bears that are comfortable being around humans are an entirely different story

Parks where people are in and out all the time - not the same as bears out in the wild

They do not know our threat level and are not interested in engaging with us unless they feel we are a danger to their young

black bears generally seem to attack more but japan is having issues with brown bears now

Not to mention they'll show tons of warning signals (body language, noises, etc) before they attack that humans always ignore

You also have to account that wild animals are losing their territories. Being forced to invade human spaces for resources. Not the animals fault.
