Its kinda weird like they will swim on top for awhile while fleeing. And during that time yes you can shoot them through the water. But when they go through the mechanics to dive down and you go to shoot it's like the water physics kicks in and then you cant hit them anymore and they untarget.

So white tail only going to level 3. So what you want to do is do not kill any level 1 bucks on your map. Pick 8 water holes that are small hard to get to etc ie not your big lakes. You then want to repeatedly kill all level 2s and 3s until they respawn as a 1.

Short answer, yes. Better answer, you need to know exactly what the zone makeup is by checking the drink zone indicator on the ground. Are they all part of the same herd? Any solos? Etc. This information is vitally important

With that weapons pack you should be killing things insta dead without even having to follow a blood trail. Like IW said are you using correct ammo etc? Might be worth looking up clases etc.
