if you only own the retriever then no it cant track blood trails. if you own the bloodhound dlc as well and you get both bloodhound and retriever up to max level you can give them both the base level of the others ability.

so retriever max level + tracking base
or tracking max + retriever base

HOWEVER the retriever can go about 150m i think from where you send it, so while it doesnt track if you send it in the right direction and its within 150m it will find it… obv its not tracking but its useful to know!
