Arrow Volley - No Arrows!

I loaded up my ranger to try this new skill. Click RMB. Character performs an animation like they're firing a bow, skill goes on cooldown, but no mana is consumed and no arrows come out. Not just a graphical issue either. I tried this point blank with the training dummies and no damage is marked.

I tried swapping to another shortbow, and it has the same problem.

Ok, that works. I do feel there should be some reaction to pressing the button though. At least fire one set of arrows. Or don't put it on cooldown if it's not going to fire arrows.
