I am not swedish. we speak english. We are more than welcoming to europeans. we have a player from Belguim

we allow 2 mods to free build. the rest of the world plays vanilla. no mods are allowed. So the 2 admins who mod are only modding specifically for building purposes. no spawning items for anyone. If admin spawns an item its for the sole purpose of decor. and we check items regularly

Its always confusing when a post has both "Vanilla (No mods)" and "Modded" tags. But it sounds like the servers intention is to be played vanilla so that's the tag I would go with even if admis are using some mods themselves. That way you dont confuse the audiences.
