Would this be a dedicated server or hosted locally? Where would it be hosted? What kind of rules are there governing the kinds of characters you can join or progression? What kind of world modifiers are you planning on using? Will there be any mods? What kind of mods are people allowed to use on your server?

I don't understand why there are so many posts like these in Looking For Group. Someone makes a post looking for people at a great time to start a server (beginning of a weekend is perfect) and then... just immediately logs off discord and doesn't check messages? I don't get it.

Hi M. For the "dedicated server" question, its asking whether this will be a world that's only available when you start and play in your world (locally hosted) or if you're going to have the world hosted 24/7 (dedicated server).
Usually when people are hosting worlds, they'll have rules regarding what people are allowed to join with; most people say that you can only join with a brand new character, no equipment, so that everyone is starting at the beginning of the progression. Similarly, sometimes server owners will specify when people are allowed to kill the next boss and otherwise advance, so that people with less time to play won't be left behind by others, or one player won't just speedrun all of the content and unlock hazards everyone else isn't ready for.
Regarding the world modifiers question, when you make a world you can choose various modifiers to difficulty, EG you can make resources have a 1.5 rate, so that there's less farming necessary, or make the difficulty harder affecting enemy health, damage, and death penalties.

Thanks Wright, but I've tried hosting dedicated servers before and my laptop just isn't up to it. As a result since I'm reluctant to host I refrain from criticizing how others do the hosting.
