Technically there are no actual rules. It's a Vanilla server, aka "cheat all you want", so you or anyone else could bring fully leveled characters, any gear and any resources you want and they wouldn't know unless you told/showed them. A fairly high percentage of players do this in Vanilla, it's a 100% guarantee that at least some do.

Hey, even the devs themselves have said that cheating is part of the game. That's what vanilla servers are literally for. If you want to limit that, you just use mods, but Vanilla is open for it. You're trying to tell people you have some magical power to know and prevent these things, but anyone not new knows you don't in Vanilla. At least be honest about it.
