For the really bad ones, yes, but for a lot of them you won't know until Silver or so. Most Vanilla servers are 10 players day 1, by day 3 down to 5 players and by end of first week you got 2-3 tops. It's so predictable. It's actually much easier just to use a mod like Server Side Characters of something similar and not have the problems to begin with. The exercise in futility by these vanilla server starters is entertaining at least.
