How locked are you on it being Vanilla? We just started a new dedicated server focussed on building and having fun together and not on progressing as fast possible through the game.
We have some mods installed, but only just to improve QoL.

It depends but usually I'm not onto the boss much unless If I had too for mats eg. Iron or stonebreaker

Most players on my vanilla-ish game of thrones server also focus on building. But i also run a few mods. Anticheat, 1 for the map. And 1 is "no raids". So you dont have "the ground is shaking" events etc. So your builds are safe, and no need for (often ugly) moats etc...
