are you referring to snell's window?
we simulate proper refraction angles, irl when underwater they call it snell's window.
It's realistic, but no other game does it realistically because it requires to be fully ray-traced (like this game is).. so I understand the confusion.
the second I go bellow the surface I can't see anything in the sky at all - is this too fancy
is this a "my whole life is a lie" moment.. haha
yeah it's the snell's window... you only see a certain angle above you, then it's just reflection of whatever is underwater

your snell's window is a specific angle, so a smaller window when closer to the surface
it's not a opacity thing, it's really an refraction thing
