Ashbringer Crono Strikes effect does not match item description

It reads "On successful basic attacks, reduce cd" but in reality the cooldown reduction only works on CRIT attacks.

crazy and I always thought I'd missed the cooldown reduction because I can't keep my eyes on the cooldown all the time. That explains why Ash on Twin with pen and on hit build is mediocre

yeah this find can definitely change your stance on the item, only worth building with 60% crit or more imo

Fixed an issue where Ashbringer would not reduce Cooldowns correctly On-Hit, only doing so when Critically Striking.
