I just had two back to back games where someone was having a bad game, and decided to spend the whole game spamming the "Good Job!" and "Good Game!" lines over and over and over and over.

And I get it, there's a cooldown on it, of what like 5 seconds? 10? It doesn't matter, all they do is run in circles in base and spam the voice lines. There needs to be a legitimate punishment for this kind of spam, not just turning off the chat for them.

And yes, I know that I can mute them and turn off the voiceover, but that doesn't help the actual problem of people abusing the system just because of having a bad game.

so what you're saying is that rather than the devs actively discoraging the toxic behavior in a way that makes people actually stop, instead the people that have problems with it should have to go out of their way to try to enjoy the game

not to mention just clicking the mute button does nothing to actually fix the other problem of the toxic player sitting in spawn that was mentioned

Okay, you seem to be missing the point here. The issue is not that I'm being annoyed. The issue is that I have found 2 players so far, who have found a way to ignore the cooldown punishment of the pings, and pinged the game for 20 minutes. THAT IS THE ISSUE. There is not enough in place to stop these people from doing this
