You will get 3,5 % of your max mana as Magical Power.
(Max Mana ÷ 100) x 3,5 = bonus MP.
At 1000 Mana you will get 35 magical Power from this effect.

Where the word 'mana' I inserted instead of the 'mana icon' they used, but seems quite clear.
Old text description (taken from a video done a few months ago):
"Killing an Enemy Minion or Monster grants 4 bonus mana, up to a maximum of 400. At maximum stacks, gain magical power equal to 3.5% of your maximum mana)"
Not sure where the discrepancy seems to be, other than somehow you're not able to interpret what the icon was there in the description?

It should say, once maxed, max mana will be converted (3.5%) into magic power.
Does not confirm max or bonus mana or what it's based off.
