Slow is not considered an immobilize
Also slows don't stack, so dream binder is sorta wasted to an extent.
Elafrost is really unreliable to proc as a ranged character.

Immobilize means to slow or stop

And dreambinder is just for the abilities

In testing it does, but you have to be hitting your shots. I’ve had goood success with this build

So since slows aren’t a form of immobilization there is not a constant 10% it’s only if you use ult or get a root from Ela
