As the title says I'm looking to increase my cs/m right now. I'm noticing a lot of higher tiered players at 100-120 per 10m in the CS department and I am wondering how you guys control your ganking/CS rhythm. I average around 75-90cs at the 10m mark. Also any tips on decision making when it comes to what lane to gank first and how to establish prio early would be helpful.

Invading the enemy's jungle bumps up your CS by quite a bit. If you can keep track of where the enemy jungler is then invading becomes much safer and you can mentally keep track of their camp spawn times. Invading right after a successful gank is also pretty effective as it stops potential 2v1s from occuring in the enemy's jungle.

Also for which lane to gank first depends on what you can see. If we are up against a ranged offlane then I am going to farm them for all they are worth. But overall which lane you gank first depends on what's happening really.
Ideally you want to have duo lane prio whenever fang is coming up but if it's not possible maybe because duo lane is losing then offlane prio is ideal as they can roam more and help out with fang instead.
As to how to establish prio early it usually just happens if you can get a gank kill early as that usually sets up the lane. Re-ganking after a few seconds is also pretty effective as many people don't expect it or they go to re-ward and your right there waiting for them.

Kind of a "what if" moment, but let's say I have a brain dead duo but Im still looking for fang contests, do I primarily focus on mid and getting them fed or do I try to bail out the duo

In that situation, getting mid fed and ahead is much more worthwhile. Its nearly impossible to try and bail out the losing lane, however, still try to go for the clean up where possible. Usually they might be able to get one or both of them somewhat low before they die so that should really be the only time you gank. This is easier to do with assassin junglers like Feng Mao or Kallari.
If your playing more bruiser junglers like crunch or khai I found that making your presence known to the enemy laners by de-warding or stealing wave xp is the best form of help you can offer in those situations.
