So basically I wanna maximise and visual clarity and performance without changing presets I use medium preset

if you're on windows, the answer is most likely no. directX just tends to run better for tf2, especially on nvidia hardware

additionally, unlike dx8 vs dx9, vulkan shouldn't have any notable visual differences from dx9, so you're not missing out there either

Will dx 9 in general run better than dx 8

unfortunately, as far as I know dx8 will always run better than dx9 simply due to having lower quality assets in some cases
