here's the post i made about it on reddit a couple months ago, tldr i keep getting this error in console:
Unable to initialize sound capture. You won't be able to communicate with other players." or something along the likes of that; the voice chat and mic test both just do nothing and it's as if i don't have a microphone at all
i've tried a bunch of different shit to no avail
ignore the deltarune thing i think that was just because chapter 4 ||had a fight where you use the microphone|| (spoilers, if anyone cares for that)
It might sound stupid, but are you sure your microphone works at all?
I've only seen that whenever I'm messing with the device's setup/driver

I remember having issues with my mic a while back, ended up being caused by the default microphone having corrupt drivers. Since TF2 simply uses whatever system you have as your default microphone, it may be a Windows issue.

This issue only happens with TF2, my microphone works fine in any other game or program
Including TF2 source mods like TF2 classic and Open Fortress
I haven't played CSGO in ages but I remember my mic working there while it didn't in TF2

The issue seems to be with TF2 from what I can gather, not Windows itself

Steam's mic test is working fine
This is exclusively a problem with TF2
There are two fixes that I'm aware of, either reverting the game back to 32-bit or simply factory resetting my PC entirely
But I don't want to do either of those for various reasons

With the amount of audio apps that you have, one may have changed how the default audio works, which is messing with the basic way TF2 audio function works.

What audio programs do you have left installed?
Hyper X have an audio program?
So like how my SteelSeries has it's own audio engine app that runs it all.
Could also try a different headset or audio device, if you have one.
Found another potential solution. You seen this one "Allow applications to take exclusive control of this device" apparently disabling it can resolve it.
Which would make sense, if another app is taking exclusive control, then TF2 is trying to use it and it's already in use, so errors

You restarted your pc since making these changes?
You could go insane, uninstall all audio devices, just have your yeti and see if that works, just as a baseline.
This is specifically a TF2 issue
But you've done a fresh install of TF2 right?
On W11 with default drivers and USB mic, there should be no issues
Just trying to narrow down the cause. Whilst it may be a TF2 specific issue, it may be something on the Windows side that isn't playing nicely. Could test with another source 1 game.

I'd say uninstall everything audio other than the yeti, since that should work with base drivers. If it's STILL having issues, something is very wrong with your copy of Windows.
Reinstalling TF2 won't make a difference.
It's getting to that point unfortunetly. When was the last time you did a full wipe?

But then that will probably lead to a handful of incompatibility issues with mods and configs and whatnot

I've done scans with my antivirus before but I don't think I've done a corruption check
Open CMD as admin and run the following command.
dism /online /cleanup-image /restorehealth
Once that is done, you can then do
sfc /scannow

Though that is a rather concerning issue, a sign of deeper corruption within the OS.
At this rate I think a factory reset is in order

Windows lets you install a fresh copy online, I'm gonna do that

Okay well first I need to just do a local reinstall
Then a cloud reinstall
Because I don't have enough space on my C drive to do a cloud install right away and idk what could possibly be taking up that much space

You mean the feature in the Settings app? I've heard from other people that it works poorly, and it isn't a fully clean installation as it advertises
