#Gradual fps drops with seamingly no solution

Windows 11, but this started way after I upped to windows 11
Does the CPU's clock still "boost"?
How can I check
Either with the GPU's overlay function (from its drivers) or with RivaTuner Statistics Server.
tl;dr once my Windows 10 changed the "power management settings" on its own, so it stayed on "power saving mode" and thus the CPU wouldn't boost for games, like, based on the Source-Engine-1.
It's giving me 4.6Ghz which I think is boosted
Welp, then the easy answer has been ruled out.
I can't help with more technical stuff, but while you wait, please list any software or modifications you made to your computer.
Such FPS drop over time is much unusual.
Ive done nothing. This is js random and unheard of apparently. My pc is on a completely fresh reset with only tf2 , spotify, and hwinfo installed, and just general tweaks like power optimization for performance.
