did you end up getting it to work?
seems that you need to download the .vpk file that's in the tf/custom folder in the link, and then you would place that in your custom folder

nah it fucked up my main volume file

i found a way to disable only voicelines its called vominimp3.dll in x64 bin in team fortess2 folder
