definitely not either of those configs cause i've tried them and they're potato-esc configs which look nothing like the video
Chances are they used those older max quality configs, but the game has also changed a lot since that video dropped. Namely, the viewmodels, which have different lighting to how they were 10-odd years ago (I believe this was changed during love & war during the transition from w/v_models to c_models).
A lot of the visuals you see can be easily replicated though, but it’s not really possible with vanilla tf2 afaik
You can change the saturation with mat_monitorgamma commands (I think monitorgamma 2-2.6 is the sweet spot if you’re after those rich colors), but there’s truthfully only so much you can do.

They’re all pretty outdated and atp mcom presets do what they used to do but better (more optimized)
To answer your question, sort of but not really. Some things you just cannot emulate like the weapon shines.
Sure you can use a config that hasn’t been updated in god knows how long to get the most authentic vanilla experience, but it won’t ever look 1:1 because tf2 has “downgraded” graphically since.
In 2024 I’d use mastercomfig ultra/high and reshade (I can provide you a preset if you want). If you play in fullscreen, Increase your gamma. The hud in the video is also modified broesel with a plus health bar and some hud elements like the matchhud removed

if you want your game to be even richer you can mess with the saturation, although this leans more into frag-movie territory.
